What Changed in the Shortlisting?

UPSC had initially uploaded the scrutiny and shortlisting details on December 19, 2025. Candidates were given a window to express their concerns via email until January 03, 2026. After thoroughly examining 19 representations, the Commission found some previously rejected candidates to be eligible. Consequently, a revised scrutiny list has been published, including these candidates among those shortlisted for the interview.

Reason for the Change

The change in the shortlisting status is a direct result of the Commission’s re-examination of representations submitted by candidates. These representations highlighted concerns regarding their initial rejection, leading to a re-evaluation of their applications and, in some cases, a change in their eligibility status.

Action Required by Candidates

  • For Shortlisted Candidates: If your Roll Number appears in the ‘Shortlisted Candidates’ list below, you are provisionally eligible for the interview. The interview schedule will be uploaded on the UPSC official website in due course. Keep checking the website regularly for updates and prepare for the interview.
  • For Not Shortlisted Candidates: If your Roll Number appears in the ‘Candidates Not Shortlisted’ section with a specific rejection category, your application stands rejected as per the modalities mentioned. No further correspondence on this subject will be entertained by the Commission.

Revised Scrutiny Details & Shortlisted Candidates

Criteria Adopted for Shortlisting

The shortlisting was primarily done online based on information and claims made in the Online Recruitment Application (ORA), followed by scrutiny of supporting documents. Key criteria and modalities included:

  • Only experience claimed in the ORA was considered for scrutiny.
  • Bachelor’s degree in Vocation or Civil Engineering, a three-year diploma in Civil Engineering, or National Trade/Apprenticeship Certificate in Draughtsman (Civil) were considered as essential educational qualification (EQ-A).
  • Provisional shortlisting was done for candidates with discrepancies in names or missing mark sheets/degrees, subject to producing complete relevant documents.
  • Experience gained as guest faculty, part-time, on stipend, apprentice work, internship period, or using a trade certificate as proof of experience was NOT considered relevant and was rejected as ‘Incomplete category’.
  • Applications with irrelevant essential experience were rejected under ‘LEQ B (Lacking Essential Qualification-B (experience))’ category.
  • Candidates with relevant experience less than the enhanced criteria but greater than the essential were rejected under ‘LEC (Lacking Enhanced Criteria)’.
  • Experience certificates must be in a prescribed proforma; however, those not in proforma were considered on merit if all requisite information was available.
  • Appointment letters, office orders, resignation letters, pay certificates, service certificates, or self-employment certificates were NOT considered proof of experience and led to rejection under ‘Incomplete’ category.
  • Experience certificates without clearly specifying duties or not covering the entire claimed duration were rejected as ‘Incomplete’.
  • Experience not in the relevant field or less than the essential period as per Recruitment Rules led to rejection under ‘LEQ-B’.
  • Candidates claiming less than the required experience were rejected under ‘Not in ZOC’ category.
