Nationality
- A Citizen of India, or
- A Subject of Nepal or Bhutan, or
- A Tibetan refugee who came over to India before January 01, 1962, with the intention of permanently settling in India, or
- A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

- Manager (Technical-Civil) in Grade ‘B’: Bachelor’s Degree in Civil Engineering or equivalent qualification with a minimum of 60% marks (55% for SC/ST, if vacancies are reserved for them).
- Manager (Technical-Electrical) in Grade ‘B’: Bachelor’s Degree in Electrical Engineering or Electrical and Electronics Engineering with a minimum of 60% marks (55% for SC/ST, if vacancies are reserved for them).
- Assistant Manager (Rajbhasha) in Grade ‘A’:
- Second Class Master’s Degree in Hindi/Hindi Translation with English as a subject at the bachelor’s degree level; OR
